abstract
The constant changes caused by technology, information, communication and culture, are demanding the formation of a new epistemology of education oriented toward the informational skills where subjects are able to participate effectively in a Culture of Information. This paper will examine complex issues, with a great historical background and political charge - culture, citizenship and literacy - in order to highlight the importance that purchase at this time and the necessity for an authentic Culture of Information. The authors present an educational proposal for citizenship based on the development of skills in information and communication to civic education. The proposal includes skills focused on the domain of technological processes, cognitive, educational, and mainly communicative and axiological.
